The population density of the downtown area code is only 1445 people per square mile. That's much less than the city average, at about 2500 people per square mile. Beverly B mentioned Philadelphia - there are 26,221 people per square mile in one of their downtown zip codes (19102). The sign of a healthy downtown should be how many people make it their home. Once you implement all these cool ideas, a whole lot of people are going to want to live downtown to be near everything. So I guess the idea in a nutshell is to "Think Big on Apartments" - they don't have to be highrises, but think of ways to get lots of people into downtown, not just businesses.
