Downtown Event Space for Public Use

I am on the board of a small non-profit, and it would be fantastic if there were a space that could be used to special events without necessarily having to obtain enormous permits or huge private rental fees. We are considering having an event in Trinity Park, but wouldn't it be so much nicer if they could be Downtown sometimes, instead of only in the West 7th District? The major events downtown such as Main St. Arts Fest have to close off half of downtown. If there were a public space available for much SMALLER events, it could help to draw more business to local stores. The potential is there for more business, it just doesn't seem to be utilized well.
