Often, planning is done by those who do not reside in the area for which they are planning. Some may spend some time in the area during the day, but not at night. Some experience the planning area by day but not at other times. Those who are planning for a better Downtown Fort Worth should be required to reside for at least a short period of time in the downtown area. One week, two weeks, whatever. But they should know the area personally as well as professionally for which they are planning.
