Have an art program that hosts art/sculpture exhibits and shows in empty buildings within revitalizing neighborhoods in partnership with real estate developers and multiple university and college art programs. There could be an element that allows creative visionaries to become the future permanent inhabitants of the buildings they generate citywide interest in.

Another idea is to have a week where any artist can present his/her work in any venue in the city that will have them. Residents can vote on the their favorite. The reward could be money/grant for the artist to install the pice in a permanent public place.
