Make Commerce Street Pedestrian Friendly

This street is terrible. Commerce Street at the conventions center is sad. Outside of Sundance Square, most of the street is treeless and has little to no lighting for pedestrians. Maybe this could change if someone developed the parking lots that line this side of downtown.
