Create a couple of parks in the blocks currently being used for surface lots, such as XTO property bounded by 6th / Throckmorton / 7th / Houston. City buys surface to create parks, leases underground back to prior owner, owner builds underground parking with other city incentives. Think of a small version of Bryant Park in Manhattan. |
